Chicken messy butt

My hen has been molting and stopped laying about two months ago when it started getting cold, still molting 2 months later. Her butt is filthy, she keeps flexing her vent constantly, but not like she's trying to lay.

She has red bumps on the top of her vent but no discharge and doesn't smell like gleet. Any idea what's going on with her?

Eats well and active, she acts normal except constant vent puckering

This is common in some hens. I have a hen who constantly has a messy butt. It can be a sigh of parasites but my girl doesn't have any. She just has a lot of feathers that get messy when she has a messy poop. I would check for lice and mites though.
