It sounds like Newcastles, but you may want to check with animal authorities on the possibility. It is a virus and very contagious. Here is some info on Newcastles disease:

If it is avian influenza, the chickens would normally be put down to controll the spread. Very sorry that you are dealing with it in your area. Those can devastate poultry. Here is mire info:
