Chicken Not Growing

One of my chicks is smaller than all of the others and its not a Bantam. It's butt is balded and its still the same size as when we got it. Does anyone know why?

You should watch as this chick interacts with the others. Is it too crowded? Is it able to get to food or is it pushed out of the way? Is it being pecked on by the others so that it now has a bald butt? What does its poop look like? Is the temperature right? If none of these appears to be the problem, then it could just be a smaller chick that is slow to develop. I don't know how to explain the bald butt, though.

I got 4 BO. One was so much smaller than the others. Now at almost 5 weeks old they are all the same size
