The dog doesn't even have to be aggressive to be dangerous. A few years ago I heard a crash and walked up to the highway and a small Honda had ran into a black lab and killed the driver. The people keeping the dog claimed it was not theirs even though the neighbors said it was since a puppy. (not sure what happened with that)
Several times people have swerved and crashed right here trying to avoid dogs on the highway. It is in particular dangerous at this area because the speed limit goes from 35 to 55 with large dogs running loose.
One of my elderly neighbors fell and broke her hip trying to get back into her house because she was afraid of the large dog next door. It wasn't aggressive but, she was scared of it. (She had to be put in a nursing home because she didn't recover fully enough to get around)
