chicken scratching spots raw; Help please

Pullet is scratching 2 places on her head. We don't see any mites and no others have this problem. We've tried emu oil and/or benadryl but these get scratched off. Suggestions?
 
Does she have feathers in those areas or is the bare? Chickens take their feet and scratch their heads if they have an itch, but she could be molting if the feathers are missing. Just think about how a chicken eats - it has to put it's face on the ground basically. She may have picked up a bug or an ant and is scratching to get it off. But, generally speaking, it's normal for them to scratch their heads every once in a while.
 
She's not molting and this has been going on for several weeks and is getting worse. She has scratched the spots raw. There are no feathers there but the spots are right under her eyes. Ideas?
