Not quite sure what we are dealing with. Looks like a skin tag. She is good and healthy but just has bad vision

I'm wondering it she somehow tore her lower eyelid and that was how it healed.

Maybe. It is jut one round protrusion. Any solve for it?

If it's not rubbing her eye I'd leave it alone. If you cut if off, the lesion may bleed profusely causing the her flock-mates to attack her. Not to mention she'd constantly shake her head and cause more trauma.

If it is damaging her eye, you can take her to an avian vet who will make short work of this. They can sedate her, use the laser to cut and instantly cauterize the incision. However this is costly.

What about thread ligation?

Thread ligation may cause her to scratch at it and cause more trauma.
