Chicken slowly closing eyes

My 23-week old hen is active almost all of the time, but toward the end of the day the whole flock sits together in a corner for a few minutes and she is the only one who closes her eyes. At the moment she looks sick and lethargic but just minutes later she is back to normal.

For background she is apparently the lowest in the pecking order and has the least mature features (relatively short comb and waddle for an orpington). She gets pecked mildly by other birds but is not bleeding or anything.

How should I proceed with this + is there a way to prevent others from bullying her (its not all the time, just a few times a day i see it happen and im out all day).

She may be at the bottom of the pecking order, logically, one chicken has to be, but she doesn't need to accept the bullying from others. Here's how I treat a bullying victim.
