yes looks like an eye injory, but i would treat it as its getting infected, if it were me i would treat it with colloidal silver right in the eye, it kills all germs viruses or bacteria on contact & will not injor the eye , if things are not going in the right direction i would call a vet . but for now just keep on doing your best as im sure you are
