Chicken without a comb

Hello all :)
I have 3 Black Jersey Giants at about 16 weeks old, 2 of them are growing really big and healthy comb and wattles but the third one, the smallest, isnt growing one at all.
I was a bit concerned because there is an obvious difference and I'm new to chicken keeping. Is there any remedies or activities that would help her to grow her comb?
Also she gets bullied by the other chickens and is quite skittish. Any advice would be accepted great fully. Thank you in advance :)

Sounds as if she is just a late bloomer. Some just develop more slowly than others just like all animals.
 
She'll be the last to start laying then, it typically works out that way. The ones who will lay right on schedule "bloom" faster than those that will wait a couple of more weeks. Are you absolutely sure the others are female?

In my new batch of girls this year, I had one who grew her comb faster than I had seen in awhile, so big it flops over, and has "wrinkles" in it, as if it was too much skin. She's funny looking now, but was the first to lay eggs, so whatever. There is one more who has to grow hers in more, close to laying but not quite for her.

Some hens will just always have a small comb, and you have to go by how red it is. The redder it is, the sooner they'll be laying.
