Chickens at Pet Stores?

That could work if nothing else, as a last resort. Good luck with this. Maybe you will have a reasonable judge who will see the chickens are no different then outside dogs and alot less noisy too (even roosters). Maybe take a few in the house and take pictures of them watching tv with you and say, how can you tell me they are not pets.

I am looking at the Troy Ohio codified ordinances and I do not see this ordinance. http://www.troyohio.gov/ (left hand menu)

Give me a minute or two to ponder this and maybe we can get you some good advice.
