Poor baby. If you'd like, without causing her pain, you could rinse her eyes with saline to keep the eye membrane moist.. She would likely need an ophthalmic eye antibiotic. Perhaps she has more going on that needs to be assessed. Try giving her some Hydro hen electrolytes and a scrambled egg. See if that helps. She probably can't see her food dish and has not eaten for a bit.
Is a poultry vet an option? If not, provide comfort.

Poor thing! I am not sure about the eyes but If the chick is not pooping it may be because it has pasty butt. To check if it has got this look at the birds rear end and check if there is any poo blocking where the poo usually comes out. If it does have pasty butt I think you should get a flannel, soak it in warm water and then gently rub his bum. Be very careful when doing this though because you might mistake its umbilical chord for poo and if you pull this off it will kill the chick. I think it is best if you researched pasty butt before doing anything 🙂.

Hope everything goes well and the chick gets better 🙃 good luck!

Your chick is seriously ill. If it does nothing but lie down with eyes closed, it's very likely going to die. Soon.

Is it able to be conscious and drink and eat? If not, you might consider ending its suffering.

He is quite healthy, walks and chirps clearly(very clearly) and remains conscious most of times

Well, that's good news. Thanks for providing that information, although it seems to contradict your initial post.

Have you tried flushing the eye with saline and putting Neosporin in it?
