That is a dilemma. That chicken in the photo is giving the stink eye saying "don't mess with us." I feel bad for the kids and their chickens, but the adults in the situation probably should have been more proactive. Still, over $2000 in fines for code violations seems ridiculous.

While I agree with what you said, most people take their landlords word for it. 85 chickens is not a covert chicken owner hiding from authorities.

Luckily our landlords had no idea what was allowed here so we HAD to do our homework. I am not sure we would have it they said it was fine.​
