I added that to the email SC. The term "mitigation of noise" was added on June 10th of this year AFTER I owned the roosters.

According to your city ordinance I can keep 40 chickens on the property. Sex is not specified or restricted. Even if the noise mitigation portion of your code is read to exclude roosters I owned and kept them previous to the rule change on June 10 2015. They should be grandfathered in to the previous code.
It's funny because we do have a neighbor with a louder barking dog.
I am trying to compromise with them. I'm getting rid of all but one rooster and i'm adding sound proofing to the coops. I can get away with a lot since we have dry air. I can have smaller air vents here.
The proper term for "grandfathered in" is legal non-conforming use.
Putting no-crow collars on does mitigate the noise produced by roosters. Keep them all.
