Put a fake egg or a golf ball in there. Worked like a charm with my hens.
 
I tried putting their own eggs in them and made sure they had fluffy leaves in them. They just started laying and have been consistantly lsying in one corner on the floor.

I had this problem with one hen. So every time I caught her sitting in the corner about to lay an egg, I picked her up and placed her in the nest box. I kept doing this every time I caught her on the floor and eventually she understood what I wanted. And possibly your other hens will see her using the boxes and follow suit.

Also, make sure the boxes are interesting enough to lay in. Make sure they can get into them and are not too high or too low to the floor, birds like them in a dark corner or you can hang curtains over the entrance. Make sure they are clean and are not too large or too small. Any of these conditions not met will stop them from laying in them. You can also block off the area of the floor that they insist on laying in.
