"get quail used to chickens" as in "obtain quail raised near chickens", because that way you'll hopefully find ones that are naturally resistant to whatever the chickens are carrying.

Wearing different shoes is a PITA but will definitely help to not cross contaminate.
If you don't want to change shoes I would suggest using an old pair of shoes that you won't worry about ruining and have a pan of bleach or lye to step into before entering your enclosures. With gamebirds you can't be 'too careful'!!! Strict biosecurity is the best protection against disease and disease control.
