Chickens with swollen eyes - NOT my birds... help?

My uncle has 3 hens that all have 1 swollen eye. They are swollen shut, and their combs are a bit swollen as well. I don’t know if / when I can provide pictures.
He says they are all acting sluggish and lethargic. They’re not really eating or drinking much. 2 of them are older in age, one is still a pullet. He has separated them from the rest of his flock. What could this be? What are his options? He is perfectly fine will culling them, if it’s in their best interests. -His coops are always pet clean, their waterers are cleaned and refreshed daily.-

He has almost 200 chickens now, all have spacious coops, none overcrowded.

Huff I don't say this in an ugly way...it's just hard to guess.
Could be the beginning of a respiratory disease would be my first guess.
Take your pick.

Kathy gave the best advice.
Cull and send for necropsy.

The best thing is to know...a for sure answer.
He’s not one to spend extra money on things such as. It’s best for his flock, and I hope I can convince him to send the bodies off for a necropsy
