How many dogs brings it from 'more than average' to 'you have a dog owning problem'?
It depends on what kind of dogs, and what you do with them.

For general pets that live in the house, I would probably limit it to one dog per responsible person. That way if the doorbell rings and all the dogs go crazy, each person calls or grabs their dog, and they all settle down fast.

If you have sheep, you might have one or more guardian dogs and also one or more herding dogs. I saw a person demonstrate herding with two dogs (different commands for each dog), and he mentioned working like that with up to four dogs at once.

If you are into dog mushing, then a single person might have a whole team, plus a few more young ones growing at any time.

And of course anyone who breeds dogs for any purpose will tend to have more than one of them at a time.

- MAYBE a show line golden I just really like them
- Boston Terrier
- Mutts of some sort
