@black_cat, can you have somebody watch you while you walk her, or videotape (better), and watch carefully and see if she is limping at all, or bobbing her head or anything like that, esp on the front end. The fact that she rolls over while running is also concerning. There is no reason she just wouldn't "want" to go where you want to go. It really sounds physical to me. Watch for limping, dragging a toe, head bobbing, and if you see any of that, take her to your vet and describe all that to them.
Sorry, I was writing this before I saw your post explaining why she falls. If you're convinced she's fine, I believe you! After all, you can see her and I can't.
 
Some dogs send mixed signals too. My old dog (the one that needed to wear a muzzle) would always raise her hackles and look angry when she really wanted to play, and always acted timid before she would try to go after another female. Not sure why, that's just how she was. Super friendly towards people thpugh. We always joked shed be more upset about a burglerer or mass murderer not petting her than what ever else they were doing
 
got it together. I wish there was a reactive small dog I could practice near. I am scared of the dobermann jumping the fence.

he only reacts when the other dog is also reactive. :th
