Chicks are dying and I can't figure out why

An observation.....

They have no way to get out of the heat in that set up with a heat lamp. Bigger brooder needed ASAP.
Yes, I agree bigger is better. Remember, I was using the heat plate up til yesterday before I sent it back because I was worried my babies were freezing to death.

Do you have a thermometer to check the temps in there?
Measure under the light and as far from it as they can get. I keep the farthest from the light at whatever the rooms temp is.

To hot is just as deadly as to cold.

If the plate was warm, I doubt they were freezing to death.
Were they all huddling under it? If not, they weren't cold.
Did you ever post what state you are in so we can give you lab options?
 
This could be a dumb statement, but make sure you are using the correct bedding. Certain kinds (such as cedar) will kill the babies.

I've been using dog training pads that get switched out daily. No shavings at all.
