Chicks arriving soon! But no reliable transport! What to do?

Do you have a safe place at your house for the carrier to leave the chicks, like an enclosed porch? I wouldn't have them left outside, because hawks or predators might get them.

If it was me, I'd let your brother pick them up. I would think the chicks would be fine all day at the post office-in my office, when we get chicks (which is rarely) they spend their time until pickup, on the supervisor's desk in the climate-controlled building.
 
I have to tell my P.O. to not call me before 6 a.m. They would call me at 4:30 when the truck comes in(!)if I was cool with that. I think you should speak with someone at your post office.
