Chicks having hard a hard time standing

Hi, I hope somebody can help me help my chicks.
The chicks are 3 weeks old, 2 are developing a lot slower than their siblings. Some time last week they suddenly where not able to stand, they shuffled along but where not able to stand up. They held joint connecting their legs to their body way back, it was showing from their rear.
Today they seem to be doing slightly better as they are able to stand but they do rock to and fro. Please see the attached videos.
It is interesting to note that one of the better developed chicks started showing the same symptoms on Thursday but now seem fine.
 
Administered how? I have vitamin/electrolyte powder that I put in water for general use but for these ones I'd give them the droppers of baby vitamins without iron. Stronger. For some deficiencies I know it's given 3x day, a few drops at a time.

I their water...
I don't think it's a vitamin deficiency since they have been getting vitamins since day 3. What vitamin do you think they are lacking?
 
How many 3 week old chicks do you currently have??? Are these the only 2 that are sick??? Is it possible that other chicks are keeping these from getting enough nutrition.? :idunno
Maybe these are what some refer to as RUNTS. Not the most vigorous from the hatch. Is it warm enough in their brooder?
If there are many others with these 2, I suggest separating them and providing separate food and water. See if there is improvement..
