Chicks violently fighting, Pecking order or something else?

Hi all. My month-old Sebrights (four of them) have been in a pen with five Japanese bantams. Since the day before yesterday Among the Sebrights, a fight has broken out between two of them, targeting only each other. They dont fight japanese bantams at all. However, one of the Sebrights is constantly being pecked and chased by these two. I'm not sure if they establishing a pecking order or if they're just being mean. The one that's constantly being pecked doesn't want to stay in the brooder; it tries to jump out, screams alot, looks distressed and seems most comfortable in my hands, sitting on my shoulder, fluffing its feathers, and falling asleep. What should I do in this situation? Should I separate the two that are fighting, or should I isolate the one being pecked and try to assimilate it with a flock of young, month-old Seramas?

How much space do they have? I'd remove the picked on one, sometimes there is just something abo<t an induvidual bird that makes them a target

They have plenty of space; the brooder measures 120cm x 180cm and houses four Sebrights and five Japanese bantams. They have perches they enjoy sitting on and a heat lamp, and they receive a varied diet—not just chick crumble. They always have clean water. The fighting started suddenly two days ago and doesn't seem to be ending. They only stop fighting when I take the pecked chick out of the brooder. Maybe I'll try to introduce it to the group of my month old seramas they are very docile and and see how it goes from there.
