The only way you will come close to finding out what is causing this wing condition is to take her to an avian vet, have the vet examine her, maybe take an X-ray to determine structural integrity, and then interpret to you what they find with the hands on exam. They may be able to devise a treatment plan from what they find.
We are in the internet wilderness. We can't see, touch, examine, run tests, and most here do not possess a degree in veterinary science. All you can get from us is guesses from what we see in a two dimensional photo.
For what it's worth, I believe your chick will do just fine as she grows up and takes her deformed wing in stride. It shouldn't prevent her from living a normal life, with the exception of being a little more vulnerable to a predator.
