I need a breed of chicken that is cold hardy enough to live in ny, and lays a large amount of eggs 4-5 a week. It also should be small.

If you want a great egg layer, compact size, and cold hardiness, you should read up on Wyandottes. I have a couple of old ones who were laying last summer pretty regularly at age seven years.

They are also one of the prettiest breeds with their contrasting lacing. Both silver an golden are just gorgeous.
 
I've heard really great things about Speckled Sussex as far as being awesome layers in the winter as well as cold hardy and I don't think they're a particularly large breed. I would have one but there were none availale for the hatch date I needed. I definetely plan to have some in the future.

I have a Dominique and her laying has dropped somewhat as the days are getting shorter but she is still laying. She lays smaller eggs, not sure if that's a concern.
