I agree for the most part about roos, I choose to have them myself
BUT!! Some things that affect this issue are:
1) not all roosters are pleasant, and owners arent always good at controlling them.
2) not all neighbors want to hear the cheerful morning chorus that I and many others welcome.
3) some irresponsible people have poisoned this well for others by keeping animals for reasons other than pets, meat, or husbandry (we aren't supposed to discuss cockfighting but..... ) ---this means that police and animal control would want to be checking on any cock-a-doodle-doos reported by neighbors, which does increase management and personnel issues.
By keeping only hens included in these questions, it soothes ruffled feathers on the part of city councils, and eases the process that much more, increasing the chance that people will get to keep their poultry. This is of course just my opinion, others with more experience in this subject might have more insight.
[edit] once you have the town council and your neighbors won over, a nice roo would likely go under the radar and unnoticed!! *shifty eyes* I didn't really say that did I?
