Clipping duck wings

I have three ducklings (they are only 3 weeks). Mom is a ancona and dad is a blue swedish so they are a mix. When should I clip their wings? I want to let them free range but dont want them flying over fences as I live in a suburban neighorhood.

I know nothing about either breed which is why I asked. Anyway, if the are capable of flight and you want to flip it needs to be done when their flight feathers have grown in. Let me see if I can find a video...

You might want to wait and see. There's no way my Blue Swedish could hop a fence, not even a 3ft. one. They are pretty heavy birds.
