Can you post pictures or better yet, a link to a video of him? You would have to upload the video to YouTube or Vimeo and post a link here.
Have you checked his legs and feet carefully?
What are you feeding him?
At his age and with what you are describing it sounds like he may have the neural form of Marek's disease.

Could he have been injured? Can he raise his neck and move it normally? Does he move his legs or use his wings to move around? If he has not been injured, I would suspect a neurological problem—possibly Mareks disease, mold or other type of poisoning. Vitamin or mineral deficiencies could also be a cause for lameness. What do you feed him? What part of the world are you located?

Normally feed him layer mash with other laying hens i have been trying to establish if there is actually any sign that could confirm if its marek bt haven't been able to diagnose accurately

If he eats layer mash, that has 4 times the calcium he needs, so I would not give him more calcium at this time. The only way to confirm Mareks is with a necropsy after death by a vet who collects tissue samples. In the US and some countries, there are poultry labs that do those necropsies. He is the right age for Mareks to show up, but since other diseases can mimic Mareks, it is good to give him some time. I would give him vitamin B complex with thiamine, riboflavin, and so on daily. Here is a good article with a lot of information:
