Cockerel or Pullet?!

My baby Lavender Orpington (9 weeks old) has exhibited some concerning cockerel behavior! I have heard an attempt at a crow twice since (she?) moved into the coop. I've attached some photos here. Could you help me determine the sex? I'm in Santa Barbara and we can't have Roosters! If Glitter is definitely a rooster, is there anywhere I could take him?

If it's trying to crow, it's probably a rooster.

You can try to rehome him, but most will only take a male for free, in my area at least.

He is a cockerel

Cockerel - male chicken under 1 year old
Rooster - male chicken over 1 year old
Pullet - female chicken under 1 year old
Hen - female chicken over 1 year old

Sorry Glitter is a cockerel, I had two just like him. :-( I did have luck rehoming my one Lav Orp I couldn’t keep! Lavender Orps are popular enough you might be able to get some $$ for him. Glitter looks like he will be handsome!
