Cockerels or pullets?

Hello! We incubated and hatched two chicks in March, and they are now about 4 1/2 months old. When they were 2 days old we looked at wing feathers and came to the conclusion one was a rooster and one was a hen. Well, 4 months later, things look like the exact opposite. The one we thought was for sure a hen is now looking and acting like a rooster. (A picture of her/him is attached below) and the one that we thought was a rooster is looking and acting like a hen. None have been interested in the nesting boxes, nor have any showed signs of crowing. Is this picture of a rooster or a hen?

That's because wing feather sexing does not work on the majority of chicks.
Has to be a specific breed or cross.
