Apparently they can drain it but idk how much has to be there before they bother.

I believe it depends on the physician, the disability caused by the fluid, and the amount of pain you're having.

Pen your physician down in regards to his thoughts about removing the fluid.

Try lymphatic drainage (massage). It helped a lot to get the fluid accumulation out of my shoulder reducing the pressure and pain, and it is not invasive, so no possible bacterial infection as might happen with the puncture procedure.
