Yes a pellet gun is plenty. They market them for that. Go down to Walmart or your local sporting goods store and grab one that has a high fps. It will have pic of varmints of one sort or another on the box. We use one at our house. I don't think their are rules against them. While any flying projectile has the potential to kill someone, it is highly unlikely you will do serious damage with a pellet gun. DH and his friends (and I've heard many other guys talk about this also) used to have wars with them and shoot each other! Boys!
A sight is helpful and not too expensive (a good red dot sight costs ~$40). Pellet guns are great to learn on, they are quiet and no recoil. They are also cheap and so are the pellets. It was DD's first gun and she loved it. She has progressed to a .22 now and is an excellent shot.
