Gandalf doesn't use his magic as much because he's smart. He's nicer too. Probably more powerful.

Well... I'll admit that Gandalf is probably nicer but not necessarily more powerful. Has Gandalf ever dueled with 20 other magical beings and nearly won? Has Gandolf ever conjured protego diabolica fire? Has he ever escaped prison by drinking a potion that turned him into one of his followers then teleporting underneath a flying carriage? Has he ever defeated two armed wizards in that flying carriage when he didn't even have a wand?

Grindelwald is also smart:

He found all three deathly hallows (which is something only one other wizard ever accomplished), he gained hundreds of followers just by exaggerating the truth, he managed to impersonate Percival Graves for almost a year, he even managed to get Queenie Goldstein to become one of his followers!
