Web pages are found within the World Wide Web (WWW), which, as a whole, resides on the Internet. They are not interchangeable terms. WWW is only a small portion of the Internet. To view these web pages or other files available on the Internet, you would use a browser, also referred to as a web browser.
You can make arguments that you can't access the Internet (and thus the WWW) without an ISP, and some type of modem (MOdulate/DE-Modulate). Those things are used to connect your computer to other computers, which may, or may not be connected to the Internet. For example, you could also use those things to connect to a Virtual Private Network of a company, or an Intra-Net of a university.
Also, you would need a browser to access a search engine, such as Google, Yahoo, Ask.com, etc.
