Conditioning a Rooster not to Crow

I wish Omaha allowed roosters.....it would be better than listening to the neighborhood dogs barking,...constant traffic noise from I-80 and railroad tracks right behind me. And the constant drone of cicadas all day.....ugh.....
 
I'm in the 'burbs and although roosters are allowed there is a noise ordinance. I'm so lucky that my nearest neighbour is an elderly gentleman who grew up with chickens and told me the best part of his morning is hearing my roo. He goes out to sit on his porch early just to hear him. There is no way to train a roo not to crow. It's his job.

I live in an area where roosters aren't allowed and there are some restrictions on hens, so I want to avoid neighbours complaining. I either have to find a way to shut it up or it's likely to end up as dinner (but I don't want to kill it).

I've tried blasting my rooster with the hose whenever it crows, did that six times in a row and it's shut up for now. I'll repeat it whenever it crows again. Does anyone know whether this is effective?
I sprayed mine with the hose, and after 3 weeks he's learned. Haven't heard a peep from him in a couple of months now. Be consistent and really make sure you follow through.
