Confused on gender

We had this Sussex as a male, based on saddle feathers. But he hasn't grown in months, is the same size as the female Sussex from his hatching batch. Has not crowed or mounted anyone. Comb and wattles are the same size as the female also. He is 24 weeks old.
But we have seen more than one rooster mount him. So now we are worried we were wrong. We did see there can be an issue where if an ovary is damaged then a hens hormones can get wacky and develop some male traits like saddle feathers. Could this be it?? Please help

The picture is a little blurry when you zoom in and due to the beautiful pattern, it's hard to discern the shape of the feathers. Can you try to get a clearer photo? The angle you took is good.

I'm leaning cockerel.

To me it looks like a cockerel whose development has been stunted by health issues. I would post photos and descriptions of him in the medical forum.

I definitely see saddle and hackle feathers and I cannot tell if the legs are thin or thick. I'd expect at least a little male behavior here at 24 weeks, like sizing up others in the flock and crowing, but if there are two roosters already he might be hesitant, especially if they're jumping on him. It's hard to tell if he's a good size, but he should definitely still be growing for some months out. Possibly just a break in between growth spurts? If his legs are actually thick, then scaling off of that he's a good size for this age. I have had two males that are just slightly taller than their related female sibling but the same weight as her around that age. The mounting behaviors could be bullying or a sign of dominance. Either the males are challenging him as a male or know he's a female gone male.

I agree. The bird looks like a sickly cockerel.

I've had 2 other Sussex roosters and he is nowhere near the size they were at that age. I'm starting to wonder if he is sickly like others have mentioned. There might be bullying going on and he might not be getting food, it's hard to tell when you have a larger flock. He was bought as a female so at this point I'm just trying to grow him out to butcher as I have enough roosters.

Hen or roo it looks sick I would isolate the chicken and give it extra food and water. Roos living together is very hard. It can be done, but it's not great for the weaker ones.

Looks like a boy to me, but a pretty sick, drooping boy. Does he have any symptoms?

Agree with the others. Droopy, unwell looking. But a boy. Comb looks a lil pale to me. But could be the photo. Definitely post him in the medical thread and I’d personally isolate him.
