Confused!

Okay so this is exactly what it says... we are marked with an “S” where it says ‘no animal or fowl for home use’ or whatever. Does that mean no chickens? I’m so confused. I’d rather not call and ask and bring attention to myself either, ya know? My kids will be so disappointed if we can’t keep our chicks.

It says "S" is permitted with a special use permit. You'll have to contact your town to see what the provisions of the permit are (it references Article 1 section 6C but I don't know what's listed there). Sometimes there's a fee, other times you have to submit a plan with the layout of the animal housing. Not sure what it is in your case but the good news is it doesn't say "no poultry" flat out.

Does anyone know exactly what this means?

No person shall keep in this town, or cause, or allow to be kept, any fowl of any kind to be kept in any part of a dwelling house or allow any fowl to go at large off his premises.

Does it just mean that fowl can’t be kept in the house and that they can’t be leaving your property? This is the only thing mentioned about fowl in our city ordinances.
While the way you interpret it sounds as in was intended by the writer of the bylaw. My concern is how long ago was it written and whomever is in charge of enforcing the law now and how they chose to interpret it. To me it doesn't say fowl are prohibited. Other than being kept in a dwelling house or allowed to roam off your property. Seems to me a health board may have been the originators of this

Yeah, that’s what I was thinking too. I don’t if you saw the picture I posted after that about zoning? Where I live is marked with an “S”. I honestly think everything will be fine as long as my “neighbor” (not really neighbors the way our house is set up. We live on top of a small hill with a long-ish driveway and at the bottom of the driveway there is a parking lot with two houses on each side of the parking lot) doesn’t get in our business which he has a habit of doing. Our house isn’t even that close to his and we are going to put the coop out of view so I hope he just doesn’t notice honestly.

I would still contact the town and follow whatever requirements they have about an "S" designation. The worst thing is to try and skip a step and then end up losing your new pets - I remember someone on here recently who said they lost ownership of a runaway chicken because they hadn't registered with their town/county, whereas if they did, the chicken might have been returned to them.
