Quail are pickier than chickens, so I don't know if they are going to eat the bugs you want in the first place. They are also more fragile. I moved my predator proof pens from the city to the country and suddenly I have issues. I lost a couple to heart attacks last month when a raccoon jumped on the roof of their pen, so now they have a nice little electric fence.
Have you tried netting for SVB? You might find more advice in the "what did you do in the garden today" thread. I hear a lot of complaints about SVB.

I’m afraid of that being the case. Why I came her to ask before I just jumped into it. I actually don’t have a terrible SVB prob- it’s the squash bugs and cucumber beetles, and it’s been going on for 3 years now. Hens won’t touch the squash or cucumber beetles (but easily took care of japanese beetles). Netting and neem oil didn’t work last summer. I am so eager to find a natural balance in my garden but I am so far failing miserably!
