I've got hardware cloth for my skirting about 18 inches out and buried.. you could cut in around the tanks both water and propane, one of the others suggested on the inside with gravel, good suggestion. You could also take boards that are 1 x 6 and put a double width of them on the inside.

The skirting only has to go out 18" to 24", the propane tank is a non issue. I would just do your best around the water tank.

Not sure the best way to attach to your bottom 'pipes'....maybe heavy plastic of metal zipties...or you may have some kind of hoop house hardware that would work?
