Copper Maran?

I don’t think he’s a Welsummer. I had one and Pip is right, they’re much brighter and more “red” or orangey copper rather than mahogany and black like this guy. Your guy looks identical to a Barnevelder and Hoover’s (where TSC gets their chicks from) does carry them. This was my guy for comparison.

He's a Barnevelder. I think I'm seeing double lacing. The only other logical possibility is him being a Partridge Rock

I got two Cuckoo Marans from Tractor Supply, which turned out to be Blue Marans. Then, I got three Buff Orpingtons and one turned out to be a Delaware (except she does not lay chocolate eggs). Out of the ten California Grays I got, five ended up being mixes of multiple different breeds, one being a rooster.
