i find it interesting that the neighbor is a "stupid idiot" and an 'EXPLICATIVE" (which, btw, is rule breaking here at BYC) because HE breaks the law, but when YOU break the law he should be understanding just because he gets caught all the time and you don't.
when people go to the extent to use gross pointing of fingers and ranting, it's USUALLY to make themselves feel better for doing something wrong and have people back them up so they don't FEEL so wrong about it.
have honor for the rules, play by the rules and THEN you can complain about someone else breaking the rules.
YOUR pets don't belong in anyone's yard but yours. even though his actions were extreme, he has every right to use extreme actions. once you break the law, you LOSE your right to complain about his actions whether or not he does things that are wrong too. you need to be arguing apples to apples, not apples to oranges.
you wont get to stand in front of a judge and say, "But your Honor, he has a cat that goes out of his yaaaaard. WAaaaaaah!" "He let's teens drink at partieeeeees!" and yes, they will look at your complaints like whining. YOU BEAR THE BURDEN OF PROVING THE TRUTH about YOUR incident only. nothing else matters. NOTHING.
keep your chickens in your yard.
