And I can't believe no one suggested giving the neighbor some eggs!
I agree the neighbor sounds a little nasty but illegal is illegal and you have no recourse at this point. The next time you see his cat, cradle it gently and sweetly return it to him, explaining it was in your yard and you wouldn't want anything to happen to it.
