I currently have one male. I am going to get some hens and babies next week. I am wanting to bring them inside (they are in the garage in a cage now) for winter. Does anyone have any recommendations for a planted pen inside (basement)?? Any help would be greatly appreciated! Thanks

See to be honest with you, I would leave the plants.. I have had mine in for a while now (hurricane/backyard work), and they can get pretty stinky. Plants will just make it a lot more awkward to keep 'clean'.
 
Quail usually do best in dry enclosures and plants need water. You could keep plants in pots inside the enclosure though, but expect the quail to destroy them.
I'd try boston fern, spider plant and herbs. Be aware you might need a grow light to keep the plants healthy, unless you can swap them for other plants often. And I'm not sure the light emitted by a grow light is within the recommended amounts for birds.
