You should hear them inside the shell by putting it to your ear.
If they are trapped they'll most likely have a pip. But if no zip and they are getting quieter time to break em out. It's a lot harder to do this with such a tiny egg I've done it with chicks and ducklings but not quail.
Well anyway take a fork, that's what I use. Put it in the pip, point the end of the fork upward to avoid hurting the chick. Then wait till the end of the fork touches the top of the egg. Soon a little bit should be removed and you should see the membrane and chick. More info on forum. I'll put up a link.
