Coturnix quail gender and other questions Plz help I don’t know what I am doing

So looking closer the light colored ones are the same and look like females but I have one dark one with speckled that looks female and one dark one with a plain tan chests that looks male do you thing this is correct. If so should I put them all together in a bigger pen.
 
You should not have 2 males and 2 females in the same pen. 2 males and 10 females might work okay. If you have 2/2 the males will fight and will overmate the females. You've been told above what you should do about your current numbers.
We cannot tell for certain the sex of your birds with a description, we need photographs of the breasts of each bird, in decent lighting.
 
If you're certain you have 1 male and 3 females, that will work fine in the same cage, though another two females would be good.
And you said you think you have one male, whereas earlier you said you had 2 of each. Watch them for mating behavior and crowing if you aren't sure about the coloration.

3. Is there anything I can do for their housing to improve it

You have a golden and a pharaoh(or wild-type)
They both look to be female.
For improvements to their housing, I would recommend adding a second floor, or loft. I would also suggest adding plenty of places for them to hide. They do love to dust bathe, so I would add a shallow tub with dry sand in it.
