Anyone know if i need one to raise them in Quail or any info on whay website i can go to find out

As far as I know, you don't have to have a permit to raise coturnix quail since they are a native gamebird species. Bobwhite quail is another story.
Just check with your state's DNR to be sure.

Quail And Permitting, Or Any Gamebird For That Matter.... Has Always Been A Crazy Thing..... The Stuff You Think No One Cares About Is The Stuff Some Biologist Has Placed On The "nasty List" Or Some Politician Has Found To Be Another Way Of Generating Income....
I Know A Few Good Folks, Responsible Bird Owners That Have Had Nightmarish Troubles And Expense Over Permits And Licensure, Etc.... Friends Of Mine Had 8 Mallards Given To Them Because They Had Chickens And Whatnot And Had A Nice Lil Pond In The Front Pasture Which The Mallards Loved=== No Harm To Anyone Here. The Ducks Stayed Year Round--- Placed In A Lovely Coup And Well Cared For At Night, Let Out In The Morning And Spent All Day Lounging In The Pond, 1/2 Hr Before Sunset They Would Automatically Head Back To Their Coup And Be Waiting For You To Open It And Feed Them And Tuck 'em In For The Night (kinda Sounds Like A Nice Life Huh?). A Year Goes By, Then Johnny Law Spotted The Ducks--- Drove To The House And Inquired About Them. The Guy Tells The Tale Of The Gifted Ducks That Have Become Beloved Pets To His Wife And Kids. As He's Telling The Tale Mr Law (fish And Wildlife Officer) Is Writing 8 Tickets= 196.50 Each Which He Proceeds To Make Out To The Duck's New Owner And Passes Them Out Like Candy At Halloween----- After He Makes The Owner Destroy And Bury The Ducks While The Law Officer Watches And Waits. Couldnt Sell Them Off, Could NOT Cull And Eat, MUST DESTROY AND BURY OR INCINERATE. And If He Didnt Comply Immediately He Was To Be Arrested On The Spot And His Property Confiscated( All Of His Property, Not Just The Ducks) Now Who Would Think This Could Happen? I Mean God Only Every Large Hatchery In The World Sells These Things And 1/2 The Feed Stores Too..... It's A Mallard! Not A Dragon Or Poison Spitting Platypus Or Rabies Infested Tazmanian Devil--- A Mallard. I Mean Heck 1000's Of Them Migrate To Here Every Winter. ( In Florida You Cannot Get A Permit For These They Are 100% Illegal??)
In A Court Of Law Ignorance Is No Excuse, And Game Wardens Have No Sense Of Humor. Unfortunately In This Mixed Up World When It Comes To Fish And Game Violations The Penalties Can Be More Severe Than The Sentance For I Dunno, Oh Say Maybe... Raping An Entire Freshman Class At Your Local State College, Pillaging The Whole State, And Being The Worlds Largest Crack Dealer? Go Figure! I For 1 Never Would Have Believed It If I Hadnt Learned Of It 1st Hand. So I Always Tell Anyone Who Asks==== Check Your States Local Laws. That Way There's No Doubt.
