I don't usually try to sex breeds I don't have experience with (especially not on the basis of combs/waddles, since those vary so much breed to breed), but yes, red feathers coming in on the shoulder/wing suggests a cockerel.

Our Tractor Supply clearly mixed up their chicks this year! Fortunately, they only mixed up the breeds and not the sexes. I wound up with Marans and one freakishly large Easter egger! Two reddish hens that I have no idea about? Didn't get any of the Welsummers that I thought I was buying, but at least we're getting nice copper colored eggs. Better than twelve cockerals...
