I've tried all sorts of ways to tame down roosters. They need to know that you are the dominate one in charge. There are all sorts of ways to do that, but the best way is to hold them kind of like a football against your chest. Tighten your grip to control him if he hurts you or attempts to get away. I would walk around with the mean roo under my arm. He was mine to do with as I chose. I put him down when I wanted to. If he pecked me I covered his head and held it still as a punishment.
Sometimes he still needed to fight, so occasionally I would let him see another rooster through chicken wire. That was the enemy not me.
If he has a loving personality and is just scared he is young enough that you might get him to want to cuddle with you. Pick him up even if he is afraid and hold him for a few minutes till he figures out you aren't going to kill him. Give him treats in your lap when he is good.
