could this white rock be a roo??

This white rock was supposed to be a girl, but this one has very large waddles and a good size comb compared to the other 4 white rocks I have. Could she be a he???? He/She is 9 weeks old!

Yep, you have a roo. Here is a poor picture of my white rock hen. She is 12 weeks old and still has a yellow comb and her wattles are barely visible.
