Cozy Products Pet Heater with Thermopeep Heated Pad - Usage w/ wood shavings

The heat lamp in our garage was causing me a bit of worry knowing how some start fires. And, it's below avg temps here right now - below 30F at night and not much higher during the day. So, I ordered the Cozy Products Pet Heater along with a Thermopeep Heated Pad after reading that these are considered fairly safe. The chicks in my photos are mostly standing on the pad which is right in front of the Cozy Heater standing upright. The literature with these products doesn't say much. Does anyone else have experience with these? Is it safe to have shavings around them like I do?

Since it's so stinking cold in our garage today, I thought I should try to keep the heat trapped a bit with a little foil roof from the heater over to a small storage tub.
