Crack but no hole

Hi it the 22nd day of incubation. No hatches. One has a crack at the top of the egg. I think its a start of a pip. That egg isn't moving. Should it have a hole? Is the humidity too low and the membrane dried out? Please help!

What is your humidity reading? What is the temerature in the bator? What brand of incubator are you using? Can you post pics? It would help to determine how to answer your questions.
